This doll may have been made to poke fun at militant suffragettes. Perhaps the name is a pun: ‘floor a copper’.
Women had been campaigning for the vote since the mid 1860s and militant suffragettes and law-abiding suffragists were active in Wales which saw some of the most widely-publicised clashes between demonstrators and authorities outside London. Equal voting rights for men and women were finally achieved in 1928.
