Leonard Hinds was born in Barbados and moved to Barry, South Wales. He worked as a fireman on merchant ships during the First World War. His son, John Darwin Hinds (1922 - 1981), became Wales' first Black and first Muslim Councillor when he was elected to serve on Barry Council in 1958. In 1975, John became Wales' first Black Mayor when he became Mayor of the Vale of Glamorgan. Leonard's daughter, Elvira Gwenllian Hinds (Gwen) (1917 - 2007), was Wales' first Black female councillor.
