John Darwin Hinds was born and grew up in Barry. After working for the Colonial Office in London, he returned to Wales and converted to Islam. He became Wales's first black, Muslim councillor in 1958 and Wales's first black mayor in 1975. He was the younger brother of Elvira Gwenllian Payne.
